Nowadays, the phenomenon of Loafing has involved many organizations. Social Loafing led employers to do individual works and less effort to do their job. This study was conducted to investigate the effect of emotional intelligence and Empowering Employees in reducing Social Loafing of staff in organizations and government agencies of Rustam city, in which the concept of emotional intelligence consists of five dimensions of self-awareness, self-control, motivation, empathy and social skills as well as Empowering Employees includes five dimensions of a sense of competency, a sense of meaningfulness, a sense of effectiveness, a sense of having a choice and a sense of trust in others were assessed by questionnaire. Questionnaires were distributed among 110 samples from the population of all employees of organizations and government agencies of Rustam city. Non-probability available sampling method was used to select samples. The research method was descriptive and correlational. To answer the questions and check the hypotheses by Smart-PLS Software, the structural equations method and path analysis with partial least squares (PLS) method was used. The results showed that emotional intelligence has a significant negative impact on Social Loafing of employees. The results also show that emotional intelligence has a significant and positive effect on Empowering Employees and is considered an important factor in strengthening the employee empowerment. Results also confirm the negative and significant impact of employee empowerment on Social Loafing of staff, as well as the negative and significant impact of emotional intelligence on Social Loafing of staff indirectly and through the mediating variable Empowering Employees. Therefore, by more strengthening the emotional intelligence, staff empowerment can be increased and also through which, the Social Loafing be indirectly reduced.
