The studies showed that in the societies with dynamic educational and research centers with mutual association with society, development issue is more rapid and serious. The real importance and role of public, vocational and high education is revealed when their role is mostly considered in cultural, social, political and economic development. One of the important goals of high education systems is educating specialized human resources of the society. Although education and universities of high education institutions made some efforts in this regard, the inconsistency of the educational textbooks with the society needs caused that learners don’t have required efficiency and specialization. If education system and high education play important role in full development namely economic development, indeed its important and role is more revealed in the society. The present study attempted to evaluate the role and importance of public, vocational education presented by education system and specialized and high education presented by high education institutions and universities in full development of the country namely economic development as one of the main goals of economic endeavor. Then, by defining the role and importance of human resources in economic development and defining the requirements of 21th century for economic development and determining the share of skillful human capital in development and fulfilling economic endeavor goals, some recommendations are presented for improving their role or performance.
