IDENTIFICATION AND RANKING OF OBSTACLES TO VALUEENGINEERING (VE) IMPLEMENTATION IN INDUSTRIAL PROJECTS BASED ON AHP APPROAC

Received 6th, October, 2014 Received in revised form 15th, October, 2014 Accepted 10th, November, 2014 Published online 28th,November, 2014 In the past half century, according to the shortage of resources in the fields and acceleration in the development process of the projects, using the value engineering (VE) and cost management techniques on various projects in the world shows that these techniques not only lead to reduction of costs but maintenance of quality as well; but due to the existing shortcomings in this area, no satisfactory result has been obtained concerning its application; therefore, by identification of the major causes of the massive volume of obstacles and problems mentioned in the previous studies of the scholars and their ranking by means of the AHP (Analytical Hierarchy Process) method, this paper intends to take a significant step in increasing the efficiency of the processes and lead to achievement of valuable results in the industrial studies. Based on the results obtained, the factor of lack of support and flexibility of managers at the highest level has been known as the most effective obstacle and requires special attention.
