Mobile phone is one of the inventions of the twentieth century that no one could have imagined that it will grow and become a profitable and huge industry in the world. Therefore, the importance of mobile operators and their services is not recondite. In fact, mobile operators provide access to telecommunications services for users and in return receive a commission. In this study, the locations of mobile operator subscribers’ affairs’ agencies in Tehran are investigated using robust optimization approach and scenario building. Uncertain parameters considered in this study include radius of coverage of demand for subscribers’ affairs’ agencies, demand of each region, and cost of establishing subscribers’ affairs’ agencies.
