چکیده :

Universities play a key role in facilitating the development of academic enterprises by formulating clear policies towards such enterprises, appropriate systems of incentives and rewards, and access to external networks. In such a general approach, technology transfer officers of university can also act their majorpart in strengthening and developing academic enterprises.In the past, the tradition model of college and classroomwas good for universities on account of the fact thatcommon tasks were effectively conducted in a consistent environment. In the light of knowledge revolution, the previous system was abolished as it could no longer afford the expected tasks of traditional universities, especially public ones. The fact is that they were so steeped in bureaucracy that most efforts to innovate and move away from the existing situation were fruitless. However, some types of organizations and institutions were divided into several small firms resulting in the creation of internal markets, which were connected to each other through informal networks. Halla uses these principles for traditional universities, believing that traditional universities have been transferred into self-sufficient sectors responsible for their activities based on the income they generate. As a result, they can manage their activities independently.
