The article investigates the role played by factors generally associated with achieving sustainable development in urban areas including quality of life, productivity, infrastructure, justice and environmental sustainability. The paper uses statistical methods to test the correlation of these aspects on the overall development of the city of Noor. Three hypotheses have been used to achieve research objectives including Bogardus range, sample T test, and description spatial analysis accompanied with charts and graphs. Key findings demonstrate that citizens perceive jobs and income, and access to public services and security as critical to achieving sustainable development, while housing, access to information technology, etc. are not considered critical to achieving sustainable development in the city.
