Comparative Analysis of the New Opinions, Ideas, and Challenges Facing Universities and Higher Education Institutions’ Management and Administrative System in Iran, Japan, Sweden and Germany

These days is the era of knowledge explosion and the acceleration of changes are increasingly recognized. At this point, if we are to keep pace with the changes and see them as opportunities to advance our interest, we should be focused on generating ideas which is the most important mission of higher education. Planning and discussing higher education issues is important as the culmination of the entire education system. Higher education system can best accomplish all its missions if it has a strong management system which comes from the pathology of management and administration system in line with research about this system. This study utilizes the George Brady method; in doing so, after reviewing the new opinions and ideas in addition to challenges of the management and administration of higher education in Iran, Japan and Germany, provides several suggestions to achieve the desired situation in the management of higher education. These include as following: Educational decentralization and participation of all stakeholders in the management of higher education, establishment of a management system based on the objectives and outputs particularly in the allocation of funds to universities, connecting higher education to the labor market and efforts to expand intellectual and financial investment in the higher education industry, increase the power of university presidents and faculty members at the University Governance, creating and organizing internal quality control mechanisms in outside the University Committee, research-based instructional improvement and management particularly emphasis on comparative studies, strengthening of strategic management in order to raise funds for research, planning for the internationalization of higher education in Iran, wider participation of faculty members on research projects in the Middle East and International background and unity of research and instruction in higher education.
