Educational land use has been known as a special land use in the urban land system. The secure management of this land use and defense requirements is significantly important due to the high rates of trips and density in the certain and constant hours. The current paper aims at evaluation of educational land use risks against earthquake in regard to the urban passive defense requirement in the municipality of region 6 of Tehran which is fulfilled in the local- spatial study through implementation of an analysis models in the three steps. In the first step, the principals and requirements of passive planning was determined through study of data, valid scientific references. In the second step, the main priorities of passive principals regarding to the educational environments in the specified area have been determined through questionnaire instrument and expert survey. The determined indexes classified into three groups as the following: population, structural and local parameters. In the third step, the analytic model defined based on ANP, and the weights of each criteria and sub criteria were defined and the data was inserted in to the Super Decision software. The obtained weights through ANP modeling have been applied on the local layers of the area in the GIS’s environment. The findings showed that over 67% of the educational units located in the vulnerable areas which are exposed to the high risks.The finding also illustrated that from the structural view, over 55% of educational zone units are located within highly vulnerable structures, from the population indexes, over 60% of educational units located in the educational unit groups which earthquake may increase their vulnerability. The local indexes, above 75% of educational spaces are adjunct to some inconsistent planning which results in the maximum vulnerability.
