Abstract Management has been known correct using from resource by Connoisseurs. In spite of all of organization resources is important, major emphasis exit on human resource. Because it is the most of important strategic factor in organization. This emphasis is excusable, Because H.R. don’t only play commons role, but it affects on other key factor and this role is increasing, now days. Managers of organization affect one organization productivity and national productivity by different planning of H.R.. One of them is kind of H.R. employment. This text emphasis on external or internal kind of H.R. employment. Hence we explain advantages and disadvantages of them and then they are studied in oil ministry and since and research and technology ministry. Important hypothesis is kind of employment affect on human resource productivity. Ways of collecting information are library study, interview, Delphi and questioner. Analyses of different questioner do by statistical analysis ANOVA, correlated analysis, paired sample T test, Tow way factorial design. result show that kind of employment is influential ,but it is not different between Peymani employment and rasmi employment. Major different is between peymani and rasmi employment with other temporary employment. Also in two ministry increasing precedent in H.R. with other temporary employment decreases H.R. productivity. In since and research and technology ministry by increasing precedent H.R. with rasmi employment decreases H.R. productivity but in oil ministry it is not correct.
