By studying the “Vision Plan Document of the Islamic Republic of Iran”, it can be observed that there is a significant emphasis on the position and importance of universities and higher education institutions. This document is the highest upstream document of the current policies in the higher education sector, which is based on the 20-year vision plan as well as the general policies of the system. In this document, the important aspects of privatization of higher education have been highly underscored. In addition, the investigations in this domain are of a great importance, which can portray the macro approach among the higher education decision-makers in Iran. Moreover, with the enactment of the “Comprehensive Scientific Map of Iran” by the Supreme Council of the Cultural Revolution in February 2010, and announcement of its enforcement in March of the same year, the most important operational definition of macro policies in the higher education sector were presented. At the same time, Article 44 of the Constitution and its associated general policies explained the typical aspects of the necessity of privatization of higher education. Therefore, the feasibility study of establishing private educational institutions is one of the most important measures according to the upstream documents of the country.
