چکیده :

Given the increasing importance of strategic planning and the factors that will affect strategy formulation and implementation. So before implementing strategies to address factors that seem to be necessary in the great industry. The purpose of this study was to determine the factors affecting the implementation of the HR strategy is the Water and Sewage Company of East Azarbaijan. The research is applied research and correlational and data is collected using a questionnaire so that its validity and reliability have been assessed and approved The sample of senior managers and experts in water and sewage in East Azerbaijan. In this study, the factors affecting the implementation of the strategy with similar studies based on two categories of hardware infrastructure (structure, resources allocation) and software infrastructure (employee training, management commitment) classified and the results suggest that both factors may affect the implementation of the strategy so that software agents are more effective than hardware factors.
