چکیده :

Dam construction projects are the most important projects of the country and absorb a considerable amount of the state budget on annual basis. As they take a long time to be completed, they always face risks and many uncertainties that because the planned goals not to be completed in a timely manner and the costs of the project exceed the figures they have initially been estimated for which will also threaten the timely completion of the projects. Hence a tool is required to be able to analyze the risks effectively by spending little time and costs. In this study, the researcher intends to use a highly applied qualitative-quantitative methodology (FMEA) to analyze the risks of state dam construction projects and to identify the level of its effect, and eventually to locate the critical factors after ranking the risks. According to the obtained results, out of 14 critical risks, unknown underground factors that were not predictable during the studies were identified as the most important risks, and solutions were eventually presented to remove these factors in order to end up with removing and or reducing the delays and increasing the productivity of the state projects.
