A comparison of the achievement of the new city of Hashtgerd toward designated objectives with emphasis on housing and its price changes

Demographic developments in the world indicate so urban population increase than the rural population that according to estimates, for the first time in human history the majority of the world's population in 2007 live in cities(Sclar & Elliot et al, 2005,p. 3). As the urban population increases are, always-new problems would arise in such communities that the most important is the issue of housing shortage. Housing is one of the most important sectors of Iran economy (Chegini, 2004, p.85). New cities as a model for urban development, usually in different countries that have gone through a period of rapid urbanization implemented (Afzali, 2004, p.24). Creation of new cities is one of the policies in the various countries of the world that its purpose is to reduce or eliminate problems and urban issues and eliminate the high population concentration in large cities (Negahban Marvi & et.al., 2006, p. 394). The most important reasons for the creation of the new city of Hashtgerd around Tehran city is to implement a part of decentralization policy of this city and provide affordable housing to low- income and moderate-income people. According to article 43 of the Constitution, one of the basic needs of each individual and the family is housing and based on article 31 of the Constitution having appropriate housing is the right of every person and the family, and hence the government is obliged to provide the implementation of this article. In this regard, the purpose of the creation of new cities is to achieve the expected and predicted objectives. The new city of Hashtgerd is also one of such cities. One of the best ways of understanding the different ways of life is to emphasize the type of housing, indicators, and structural conditions. Therefore, this article with an emphasis on housing indicators tries to represent some of the features of the new city of Hashtgerd.
