چکیده :

Purpose of this study is performance evaluation of governmental organizations based on general indicators of administrative system reform in order to improve efficiency and service quality. In this regard and based on general indicators of performance evaluation of administrative agencies (province level) declared by management and human capital development deputy of president in 2011, a main hypothesis and seven sub-hypothesis has been developed.The seven indicators are: the establishment and development of e-government, organizing human resources, reforming structures and decentralization, the establishment of a comprehensive system of performance management and enhance productivity, health of administrative system, human resources empowerment, and citizen-oriented public service. Statistical sample of this research was 4478 of general offices’ employers that 354 employers were selected by rank random sampling as sample. Data gathering instrument was researcher-constructed questionnaire including 30 questions that was analyzed after distribution by descriptive and inferential statistics (t-single group test). The findings of the study showed that the performance of general offices of West Azerbaijan province is below the national average of public administration reform indicators.
