Some people agree on the existence of a relationship between culture and education, but the exact nature and characteristics of this relationship are not always so obvious. What is the nature of this relationship? And how is it likely to influence policymaking? This study attempts to respond to these problems, not on the basis of an experimental method, but from a theoretical implication in order to draw conclusions to define cultural policy. Although possible, the answers are indeed difficult, because they play a decisive role in cultural policy. This research aims to provide some answers with rationale. Of course it should be mentioned that this study can not provide a comprehensive and fundamental answer but certainly offers an outline interesting to a researcher in cultural studies.
