This study seeks to identify the key factors affecting the implementation of a smart sustainable city approach and the extraction of propulsive forces, and the illustration of scenarios facing the metropolis of Tehran, Iran, in different development trends (instability, sustainability, and smart sustainability) to provide the necessary grounds to justify city managers and policymakers in achieving a smart sustainable city approach. First, the importance of futures studies and the application of information and communication technology to solve urban problems are stated. Then a theoretical study of the concepts of futures studies and smart sustainable city is discussed, and finally, the LIPSOR model is implemented. The data required for the research were collected by documentary and field methods. The statistical population included experts on urban affairs from different scientific disciplines, while the sample size was selected by Delphi method for 30 experts. The distribution of questionnaires was also unlikely to be available. Data analysis was performed quantitatively and qualitatively. The studied indicators were compared and measured by determining the current situation and the optimal situation for it. In the futures studies, the LIPSOR model was used. For this purpose, a questionnaire consisting of the most important key factors, key actors, related boreholes, and scenarios was designed. The research findings indicate that environmental pollution, global ICT trends, international sanctions, urban population growth, online governance, openness and access to data, natural and environmental resource management, installation of ICT-based sensors, and urban planning approach are effective drivers for realization of a sustainable smart approach in the metropolis of Tehran. Finally, the study of scenarios facing the metropolis of Tehran showed that no optimistic or ideal scenario is predicted.
