چکیده :

The purpose of this study was to evaluate readiness of the principals of high schools in Kurdistan province in the school year 2013-2014 to implement Total Quality Management (TQM). The research method was descriptive survey. Statistical population of this study was all high schools' principals and assistants of Kurdistan province. The number of the sample was 300 people selected through simple random sampling by the use of Morgan’s table. Data have been gathered using attitude questionnaires. Chi- square test was run to analyze descriptive statistics indices: mean, median, standard deviation and inferential statistics. Findings indicated that principals of Kurdistan province’s high schools were ready to implement TQM. Key words: Total Quality Management (TQM), readiness of the principals, characteristics of the principals INTRODUCTION Due to the important role of the educational system in developing a society and due to the pressures and vast supervision by different groups of people and the government in order to reconstruct and improve the educational systems, optimizing the quality of the services becomes highly significant. In order to achieve the desired quality and to make suitable modifications and reforms in educational systems, making use of TQM as one of the important tools required for reconstructing the administration systems is recommended by administration and education experts. TQM is a highly helpful and logical philosophy and one of the most effective administrational theories [2]. Based on the ISO8402 standard, TQM is the management of an organization in the center of which is quality, and it relies on the participation of all members along with customer satisfaction and it aims at long term accomplishment, advantageous for both the organization and the society. According to Deming, TQM can be implemented in an organization in which both the goals of the organization are achieved and customer satisfaction is fulfilled.
