Localization of Temporary Settlement Areas in the City of Rasht by Using Model of Multi-Criteria Decision Making (MCDM)

Identifying safe places in cities and their localization, settlement sources of providing needs such as water, health centers, storage and access to other infrastructure is considered essential issues in crisis management. Respond to these needs requires planning and identifying potential centers of deployment population temporary. The purpose of this paper is to develop safe localization parameters by using a multi-criteria decision because urban management become aware to the importance of pre-crisis planning in order to create a strong community with maximum response to reduce financial losses and psychological of citizens. Research methodology in this study is descriptive - analytical and type of it is applied. To determine the safety place was designed 14 indexes in the city and then based on TOPSIS Model 5 points identified in the city such Mohtasham Garden– Mellat Park - Hossein Abad landscape- Azodi stadium and Sabzeh Meydan park in Rasht (Iran) is selected and ranked. Based on the findings of research using multi-criteria decision-making techniques Mohtasham Garden with max ratings in first rank (0/945), Mellat Park in second rank (0/931), Azodi Stadium in third rank (0/813) and Hossein Abad Landscape in fourth rank (0/041) and finally Sabzeh Meydan park in fifth rank (0/041) have found respectively the position of 1 to 5 in localization of temporary settlement. Based on results obtained construction of temporary settlement sites in these places with appropriate facilities to serving the citizens of the city of Rasht precede the crisis, and to reduce the people suffering must designed, planed and implemented now.
